Senior Financial Advisor
Oscar brings 40 years of experience to Tejas Financial Advisors. Upon graduation from the University of Texas at Austin in 1983 with a BA in economics, Oscar returned to Laredo to work for the family music store. In 1984, he joined A.G. Edwards & Sons in Laredo as a financial advisor. He was appointed branch manager for A.G. Edwards in 1994. In 2007, he enrolled in a comprehensive study course and passed his CERTIFIED FINANCIAL PLANNER® practitioner exam and continues to be a CFP® certificant today. Oscar has his FINRA Series 7, 8, and 63 securities registrations through Commonwealth Financial Network®. He is also licensed to offer life insurance products to his clients. “I offer a wide range of financial products and services to our clients, including retirement plans, college education plans, investments, and life insurance." We offer independent, objective, and comprehensive investment advice and guidance.
Oscar has been active in many community organizations, having served as a volunteer in many capacities, which have included the Laredo UT Exes, The Imaginarium of South Texas, Leadership Laredo and Borderfest. Currently, Oscar serves as Treasurer of the Regional Mobility Authority for the City of Laredo and Webb County.
Oscar has been married to Adriana Martinez Lopez for 34 years, and they have five children: Triana, Oscar II, Katrina, Sabrina, and Isabella. “We love to travel together and have fun together skiing, hunting, fishing, and enjoying the outdoors.” Oscar loves to play golf and is a traditional bow hunter.
Ruben Lopez, Jr.
Financial Advisor
Ruben started his career as a financial advisor with Wells Fargo Advisors in June 2011. Prior to joining Wells Fargo Advisors, his experience in commercial and real estate lending with local banks, as well as a real estate professional in the Laredo, San Antonio, and Corpus Christi markets, spanned almost 30 years. He is a graduate of Texas A&M International University with a bachelor’s degree in business administration (finance). Ruben attended local schools and graduated from J. W. Nixon High School in 1972.
Ruben has been active in the community for many years, having served as a volunteer in various capacities for organizations, such as Communities in Schools, Laredo Daybreak Rotary, Round Ball on the Rio for Special Olympics, and Cola Blanca Big Buck Contest of the Laredo Chamber of Commerce. Throughout his working career, he has attended and completed numerous seminars and workshops related to banking, real estate, insurance, and securities investing. He holds FINRA Series 7 and 66 securities registrations through Commonwealth Financial Network®, as well as a life insurance license for the state of Texas.
Ruben has been married to the former Roberta L. Rodriguez for 29 years, and they have two children: twins Karina Lamar and Nicolas Samuel. As a family, they enjoy many outdoor activities, but mostly they enjoy hunting, fishing, traveling, and managing a cattle operation in Webb County.
Diana Chaires
Client Services Manager
Diana has worked in the financial services industry since 1998 when she started her career with A.G. Edwards & Sons. Diana started as a cashier/wire operator and rose to the position of senior client associate. Her position placed her in charge of administrative and operational duties for the office, including preparation for compliance audits, training for new hires, and acting as a liaison to the hub office in San Antonio. As a senior client associate, she was responsible for coordinating all aspects of client interactions with financial advisors in the office. Diana brings her many years of experience to her role as client services manager with Tejas Financial Advisors.
Diana is a self-professed dog lover. She devotes much of her free time to her Chihuahua, Timon, her best pet and companion. Diana is an avid San Antonio Spurs fan. She loves to travel and enjoys sporting events and attending family gatherings.
Gilbert Bermea, CFP®
Financial Advisor
Gilbert joined Tejas Financial Advisors in June 2018 as a financial assistant. In this role, he provided administrative and technical support to advisors, leveraged technology to improve the operational efficiency of the office, and analyzed data to help advisors identify opportunities for improving the client experience. As part of his training, Gilbert studied for and passed several exams and now holds FINRA Series 7 and 66 securities registrations through Commonwealth Financial Network®, as well as the General Lines Agent – Life, Accident, Health & HMO license with the Texas Department of Insurance. After successfully completing these examinations, he became a registered financial advisor in March 2019. In his new role, Gilbert will continue to expand and enhance our commitment to providing the best service to our clients.
Gilbert received his BBA in marketing from Mays Business School at Texas A&M University, where he was the 2017–2018 Sales Cup Champion, and now serves on the business school’s Professional Selling Board. He was also a member of the Financial Planning Student Association, an organization that solidified his passion for the profession. In his spare time, Gilbert enjoys being outdoors, watching college football (Gig ’em Aggies), and spending time with loved ones.
Louie Mendoza III
Financial Advisor
Louie is a dedicated financial advisor with the Tejas Team, bringing a wealth of expertise and a client-focused approach to the Laredo community. Joining the team in July 2021 as a financial assistant, Louie diligently pursued his professional qualifications, successfully passing his financial advisor licensing exams in early 2022. Now, as a licensed advisor, he offers comprehensive services, including investment portfolio management, retirement and estate planning, employer-sponsored retirement plans, and a range of insurance solutions. With a keen focus on portfolio analysis, investment strategy, and risk management, Louie expertly navigates both public and private market opportunities to deliver tailored financial solutions for his clients.
Prior to joining the Tejas Team, Louie served as a high-risk financial investigator at the International Bank of Commerce for three years, where he honed his analytical skills and developed a deep understanding of financial risk assessment. His professional foundation is built on a Bachelor’s of Business Administration in Entrepreneurship from St. Edward’s University, earned in 2016, which equipped him with the strategic mindset and innovative thinking he applies to his work today.
A proud member of the Laredo community, Louie is actively involved with the Laredo Economic Development Corporation and the Laredo Chamber of Commerce, where he contributes to initiatives that foster local growth and prosperity. Outside of his professional commitments, Louie cherishes spending time with his family at their ranch, La Selva, where he enjoys hunting and cooking. A fitness enthusiast, he is also a longtime member of Rock Fitness Laredo, reflecting his commitment to discipline and balance in both his personal and professional life.
Oscar Lopez II
Financial Advisor
Oscar Lopez II joined the Tejas Team in late 2023, leaving behind a 6.5-year career as a Mechanical Engineer in Houston and San Antonio where he focused on steel structure design and, later, HVAC design and commissioning. While challenging and rewarding in their own ways, he was eager to apply his problem-solving skills to helping others directly. He earned his financial advisor licenses in 2024, and now works alongside his father, tio, and two cousins, designing financial solutions and focusing on what is best for their clients. Tejas’s clients are families and business owners in our community, and Oscar prides himself on helping them with investment strategy, retirement planning, estate management, and insurance solutions.
Oscar holds a Bachelor of Science in Mechanical Engineering from the University of Texas and brings a unique blend of technical expertise and relationship-based service to his role as a financial advisor. The transition to the Tejas Team also allowed Oscar and his wife, Carolina, to move to Laredo, where they have embraced the opportunity to build their lives and raise their newborn son, Oscar III, surrounded by family.
When he is not working with clients, Oscar enjoys spending time with Carolina and Oscar III, often heading out to the family ranch, La Selva, as well as hunting, fishing, grilling, and cooking. His wife, Carolina, and her family own Lozano Travel so he gets to enjoy their many adventures around the globe wherever she sends them.
